Job Title : Payroll Supervisor
This position is responsible for performing supervisory and technical accounting duties in support of the payroll functions of the department.
Major Duties and Responsibilities :
- Interviews, hires, trains, plans, assigns, and directs the work of payroll personnel; evaluates performance, rewards and disciplines, addresses complaints, and resolves problems.
- Ensures that all data entry is complete before processing payroll; verifies that time and attendance records have been processed; verifies that appropriate pay period table has been established for the payroll being processed.
- Ensures the timely and accurate disbursement of all tax withholdings; ensures the timely and accurate disbursement of all benefit payments.
- Researches and interprets laws associated with payroll, benefits, taxes, and other pertinent regulations.
- Ensures compliance with applicable laws and regulations.
- Researches, analyzes, and solves any discrepancies relating to employees pay.
- Oversees the issuance of special checks issued outside the normal payroll process.
- Reconciles discrepancies with benefit vendors.
- Prepares, analyzes, distributes, and reports on payroll data; ensures payroll expenses and liabilities have been accurately posted to the financial system.
- Approves journal entries and payable documents on a weekly basis to ensure vendor payments are complete.
- Prepares and processes journal entries for departments in relation to reclassification of salaries and benefits.
- Reconciles and balances various federal and state tax reports; provides requested payroll information to various internal and external departments and agencies.
- Oversees the conversion of Advantage HR to the newest release; develops end user training.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities :
Knowledge of the principles and practices of public accounting and payroll processes.Knowledge of relevant federal and state laws, local ordinances, and department policies and procedures.Knowledge of the methods and techniques of financial research, statistical analysis, and report presentation.Skill in utilizing financial computer software programs.Skill in the supervision of personnel.Skill in problem solving and decision making.Skill in gathering and analyzing complex data.Skill in operating standard office equipment.Skill in oral and written communication.Minimum Educational and Training Requirements :
Bachelor's Degree in Finance, Accounting, Business Administration or related field is required. Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
