RPU, a division of the City of Rochester, MN, is the largest municipal utility in the State of Minnesota. RPU serves over 57,000 electric customers and 42,000 water customers in a 60 square mile service area and has revenues nearing $161 million annually.

Nature of Work
Under the general direction of the Director of Power Resources, the Manager of Wholesale Operations is responsible for overseeing, implementing and providing strategic direction in the marketing of electric capacity, energy and environmental attributes in the competitive wholesale market. This position provides business management of a portfolio by developing and implementing strategies that maximize the margin on sales and purchases out of and into the wholesale power market and from RPU's joint action agency as well as assuring compliance with federal, state and local regulatory agencies. This position also manages and directs market participants in the daily and long-range execution of strategies that provide the maximum amount of return on the City's investment in power generation assets and that effectively utilizes demand side management assets to reduce purchased power. This position also involves medium term planning and analysis to ensure sufficient power contracts to meet the safety, environmental, financial and reliability goals of the City. Work requires the use of independent judgment.
Distinguishing Characteristics
Distinguishing characteristics of this position is that the incumbent directs the activities of others through contract participant's agreements; has the authority to act in the absence of the Director of Power Resources; and may be assigned to represent RPU within MISO and various government agencies.

The third largest city in Minnesota, Rochester is home to the world-renowned Mayo Clinic and serves as host to 3 million visitors each year, many of them receiving care at the Mayo Clinic. As the Destination Medical Center master plan is happening, the City projects that its population will top 160,000 and that more than 35,000 new jobs will be generated.
Rochester is approximately 85 miles south of Minneapolis and St. Paul accessible by Highway 52. Air travel is available at Rochester International Airport, a non-hub primary airport located seven miles south of downtown Rochester, and at the Minneapolis St. Paul International Airport located 77 miles away.
Compensation
2025 salary range of $128,856 to $189,494, depending on qualifications.
Relocation
Employees, whose new position with the City requires they relocate are eligible for reimbursement of relocation and housing search expenses, pursuant to City policy. APPLICATIONS WILL BE ACCEPTED UNTIL THE POSITION IS FILLED.
DUTIES AND RESPONSIBILITIES
- Apply independent judgment and substantial decision making over broad concern of policies and objectives concerning management of market trading activities including multi-departmental strategies and execution. Provide direction and oversight of all transactions and assets to reach organization's missions and goals.
- Manage activities and challenges related to financial analysis and transaction accuracy. Apply analysis, problem solving and judgment to complex processes and procedures to maximize wholesale activities.
- Manage compliance activities respond to problems related to a broad and challenging field of regulatory requirements including FERC, NERC, MISO, EPA state, local and federal regulations.
- Communications of key information, data and direction between various business participants including production, marketing partners, balancing authorities, metering, MISO, M-RETS and operational data which are focused on critical operational issues.
- Inform, consult and coordinate with Director of Power Resources and Manager of Power Resources regarding participation in the MISO market and related activities.
- Manage RPU’s annual capacity planning to meet resource adequacy needs required by MISO through auctions, bilateral agreements and owned resources.
- Manage and support required operational and renewable energy reports to the state of Minnesota and Energy Information Association.
- Appropriate and negotiate contracts, develop strategic plan, and forecast for natural gas which have a direct impact on RPU's financial position and unit competitiveness.
- Maintain ongoing power portfolio analysis tools, including analysis of energy supply, capacity resources, environmental attributes and costing.
- Mentor and develop subordinate staff by understanding and applying City and RPU policies, training, and core values to ensure successful performance.

MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree from an with major course work in Economics, Finance, Business Administration, Accounting, Engineering, or other related field considered useful in utility industry;
WITH
At least two (2) years of MISO market operations experience, Renewable Energy Credit experience, and compliance oversight.
Licenses and Certifications
Valid Minnesota driver's license
DESIRABLE QUALIFICATIONS
Specific training in any / all of the following :
Prior to being hired, promoted or transferred into the position, NERC regulations require that the candidate successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.
ADDITIONAL INFORMATION
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of : trading energy in Midwest Independent System Operator or similar LMP based energy market; ancillary services market in a LMP market; the operation and business practices related to power marketing; the principles and practices of the utility industry; various governing regulations pertaining to the utility industry; the principles and application of workplace safety.
Skill in : overseeing and managing all activities related to effective and efficient operation of an electrical power wholesale business unit from directing the business and financial aspects to understanding and guiding the sale and purchase of power and other commodities; using standard and specialized software related to the utility field; dispatching, marketing and settling transactions in wholesale power environment; exercising initiative and organizing oneself with others; prioritizing work and effectively managing allocated time; effectively communicating in all mediums and interpersonally whether speaking with others in a presentation, written formats such as email or documentation, or in verbal conversation.
Ability to : comply with various regulatory requirements and trading activities related to renewable energy; comply with business practices for various organizations such as MISO, ISO and / or MRO; independently make complex decisions; establish and maintain effective working relationships with other RPU divisional management and staff; prepare and work with budgets; communicate effectively with various audiences including staff, board, consultants, and regulatory representatives; provide work direction when necessary and effectively convey thoughts and ideas; work in a stressful environment with rapidly changing priorities.
