General Summary :
The Analyst / Senior Analyst performs a variety of professional-level research, analytical, and administrative duties of moderate to advanced complexity in
support of the Housing Division within the Community Development Department.
Analyst
At the Analyst level, this position supports the development, implementation, and evaluation of programs, policies, and procedures related to affordable housing and community development initiatives. Work is typically performed under direction and focuses on assisting with day-to-day operations, program delivery, and data analysis.
Senior Analyst
At the Senior Analyst level, this position leads the development, implementation, and evaluation of programs, policies, and procedures. Incumbents operate with greater independence, may coordinate or oversee projects and staff, and are responsible for more complex assignments involving strategic analysis, operational improvement, and resource optimization. Senior Analysts are also expected to identify and resolve issues, recommend policy or procedural changes, and may supervise technical or administrative personnel.
Note : The position level (Analyst or Senior Analyst) will be determined based on the qualifications of the selected candidate.
Responsibilities include, but are not limited to :
- Analyze documents, reports, and special projects to support housing- related programs and strategic goals.
- Utilize available computer systems, resources, and personnel to carry out analysis to support management’s request for performance improvement.
- Review and analyze information, forecasts, methods, schedules, systems, processes, and procedures for efficiency and compliance.
- Assist in identifying and resolving operational and administrative issues; observe, gather, compile, verify, analyze, and correlate pertinent information, facts, and data; identify alternative solutions or sound conclusions; and make and assist in the implementation of recommendations.
- Represent the City to community groups, outside agencies, and professional organizations as required.
- Compile communication materials and prepare reports, manuals, and publications.
- Assist in the preparation of a budget; make budget recommendations related to assigned program areas of responsibility; coordinate and compile budget recommendations prepared by other staff into a comprehensive budget document; research past expenditures and forecast increases.
- Work with the Housing Manager to propose enhancements to improve services, policies, and procedures.
- Apply strong written, analytical, and oral presentation skills when working directly with other Analysts, stakeholders, or end users of varying technical ability and knowledge.
- Provide responsible professional and technical assistance in the development, administration, and implementation of City housing programs and projects.
- Monitor and coordinate the daily operation of the assigned program area; perform administrative detail work and maintain appropriate records and statistics.
- Prepare contract agreements; monitor agreements to ensure that all stipulations and regulations regarding the use of funds and services are met; maintain appropriate records and documentation to satisfy any audit requirements.
- Prepare grant proposals; monitor active grants to ensure that all stipulations and regulations regarding the use of funds are met; and maintain appropriate records and documentation to satisfy any audit requirements.
- Perform responsible professional and technical assignments in the development, administration, and implementation of programs and projects funded by federal, state, and county grant funds; monitor compliance with funder regulations regarding use of funds and program administration; review and selection of applications for program and project funding; and process draw requests.
- Identify grant opportunities, prepare grant applications, administer grants, and prepare reports and grant-related documents.
