Moog Space and Defense Staff Program Manager

Under the direction of the Manager of Program Management, the Staff Program Manager coordinates and manages all activities and is responsible for meeting all contractual obligations on assigned programs. The Staff Program Manager serves as the primary communication link between the customer and Moog. The Staff Program Manager advises management and the customer of status and potential problem areas on a regular basis and takes appropriate corrective actions as required.

The Staff Program Manager typically has responsibility for several programs of major impact to the division. These may be new and / or ongoing programs. As a general rule, the total value of these programs will typically be valued at between $10M & $50M, however, because of technical complexity or customer approach, the dollar value may not fully represent the difficulty of the work involved.

The Staff Program Manager does not have direct reports but will be required to coordinate the activities of a program staff on an as needed basis. On occasion, the Staff Program Manager may train and mentor Program Managers and Associate Program Managers.

The Staff Program Manager is responsible for managing aspects of a program from contract award through end item delivery. This includes support to sales and proposal efforts through fact finding and negotiations.

The Staff Program Manager is responsible for meeting all program contractual requirements. The Staff Program Manager acts as a single point of contact for the customer and therefore must be conversant on all aspects of the program.

The Staff Program Manager is responsible for accomplishing the program objectives by managing the activities of a multi-disciplined team. This includes interfacing with the appropriate functional managers and supervisors to ensure the assignment of adequate resources.

The Staff Program Manager is required to have a high level of financial acumen and business management skills necessary to successfully plan and execute new and ongoing programs within the constraints of scope, schedule and budget. This includes the identification of critical milestones and the insertion of adequate slack in the program schedules to accommodate unplanned events.

The Staff Program Manager will prepare the appropriate materials and report to management on the status of assigned programs at monthly program management reviews. Problems of an urgent nature shall be identified and reported to the Manager of Program Management as soon as possible.

The Staff Program Manager must be proactive in identifying issues and problems, which impact program performance, and in taking appropriate actions to resolve these issues and recover cost and schedule, in a timely manner. Program risks, including cost, technical and schedule risks, must be identified as early as possible and mitigation plans developed to minimize potential program impacts. To the extent that these actions or plans may incur additional cost or affect contractual obligations, the Staff Program Manager is to coordinate with the Manager of Program Management. The Staff Program Manager recognizes that customer satisfaction and On Time Delivery (OTD) are the highest priority.

The Staff Program Manager is responsible for coordinating customer visits and leads all program reviews. This includes the preparation of agendas, coordination of presentation materials & assignments, and physical preparations such as a meeting location, food, transportation, etc.

The Staff Program Manager must maintain the highest level of personal integrity and insist on similar behavior from the program team.

To successfully perform the program management function, The Staff Program Manager must have significant experience and demonstrate capabilities in the following critical areas :

• FAR 15 / TINA CPFF & FFP Proposal Preparation
• Advanced Estimate at Completion (EAC) knowledge
• Advanced Estimate to Complete (ETC) knowledge
• Material & Labor Forecasting
• Risk and Opportunity Mitigation & Planning
• Listening and people handling skills
• Negotiating skills to facilitate agreement on technical and contractual matters
• Verbal and written communication skills for the preparation and presentation of materials to internal groups and to the customer
• Product knowledge
• Utilization of the scheduling, status reporting and cost reporting systems
• Advanced skills in MS Project and Excel
• Scope and Change Management
• Understanding of contractual terms, conditions and requirements including FAR 15 & TINA compliant proposals & contracts of a CPFF and FFP nature

Education and background for a person in this position is a Bachelor's degree in Business or Engineering and a Master's in Business Administration (MBA) with a minimum of 10 years of related work experience in government contracting working on development projects. A combination of a Bachelor's degree with 5 to 10 years of direct program management experience can be considered for this position.

Must have : Significant program management experience (>

10 years) in the manufacturing of products for the aerospace or defense industries. Experience working with DoD customers; knowledge of DoD contractual terms, conditions, and requirements. Experience with electronic systems and sub-systems. Experience managing multiple programs. Experience and proficiency with Microsoft Project and Excel. Negotiation skills to facilitate agreement on technical and contractual matters. Strong interpersonal skills and ability to influence others.

Salary Range Transparency : Phoenix, AZ $100,000.00$185,000.00 Annually

The base salary range represents the low and high end of the Moog salary range for this position in the given work location. Actual salaries will vary depending on factors including but not limited to location, experience, and performance. The range(s) listed is just one component of Moog's total compensation package for employees.
