Salary :
Pherson is seeking an experienced Instructional System Designer (ISD) to support the Defense Security Cooperation University (DSCU) in anticipation of a potential contract award expected to start in September 2025. This full-time role will lead the design and development of engaging, scenario-based instructional content for both in-person and distributed learning environments.
The ideal candidate will bring a deep understanding of the ADDIE model, immersive learning strategies, and eLearning development tools, particularly within the context of the security cooperation enterprise. Responsibilities may include collaborating with subject matter experts, ensuring compliance with Section 508 standards, managing courseware lifecycles, and supporting learning management systems such as Blackboard. (This position anticipates onsite work with standard work hours, Monday-Friday.)

Key Responsibilities :
- Work with the design and development of curriculum and course content for both classroom and online delivery methods utilizing Instruction Systems Design (ISD) principles and managing deliverables.
- Collaborate with SMEs and DSCU POCs to define and analyze learning objectives and needed outcomes.
- Design courses with scenario-based or experiential learning activities using the latest rapid-development applications consistent with DSCU practices.
- Lead course design and the development of applying advanced instructional strategies.
- Design courses with scenario-based or experiential learning activities using latest rapid-development application consistent to DSCU practices.
- Perform Instructional design and curriculum development tasks supporting analysis, design, development, implementation, and evaluation (ADDIE) of Distributed Learning (DL) training products and services.
- Conduct research, formulate design strategies and milestones, and implement courseware design utilizing knowledge of educational principles, instructional design technology and processes.
- Use Interactive Multimedia development software to develop distance or distributed (DL) course materials.
- Maintain section 508 compliance.
- Utilize eLearning development and LMS systems.
- Provide guidance and recommendations on instructional screen design, navigation, interaction, graphic presentation, and audiovisual elements.
- Provide indirect training development support and technical support to commanders, course managers, instructors, and course writers at the brigade and battalion levels.
- Development of immersion and scenario-based training.
Qualifications :
Minimum of three (3) years of experience in Instructional System Design to include a strong working knowledge of the concepts of immersion and scenario based.Minimum three (3) years of experience in Instructional System Design, eLearning development and / or experience with an LMS to include Blackboard.Minimum of three (3) year of experience working in security cooperation enterprise.Active Secret clearance.About Pherson
