Position Overview

The Paul V. Sherlock Center on Disabilities is seeking Assistant Director of Operations to oversee the daily operations of the Center. Receiving guidance and support from the center’s Executive Director, the Assistant Director will assist with all aspects of departmental operations and maintain responsibility for all major functional unit(s) within the department. The selected individual will support Sherlock Center’s philosophy and core values to facilitate the achievement of its short- and long-term goals. Play a key role in Sherlock Center’s ongoing strategic planning process and enhancement of the Center’s infrastructure to maintain and deepen its leadership role in the disability community. Primary responsibilities include administrative support services, human resources management, management information systems, communications, budget development, and daily operations

Primary Purpose

The selected individual will support Sherlock Center’s philosophy and core values to facilitate the achievement of its short- and long-term goals. Play a key role in Sherlock Center’s ongoing strategic planning process and enhancement of the Center’s infrastructure to maintain and deepen its leadership role in the disability community. Primary responsibilities include administrative support services, human resources management, management information systems, communications, budget development, and daily operations

Essential Duties

  • Direct the development, evaluation, implementation, and maintenance of administrative and financial systems and policies for maximum efficiency and effectiveness of Center-wide operations.
  • Oversee the development, analysis, and dissemination of Center-wide annual reporting overviews, and provide ad hoc financial and administrative analysis and reporting, as needed.
  • Establish policies and implement systems which safeguard the integrity of the Center’s financial and administrative operations. Oversee periodic organizational (vs. program-specific) external audits.
  • Provide a direct managerial role in the administration of large complex projects, including project set-up and close-out, financial and administrative oversight for day-to-day operations, audits and standard operating procedures.
  • Direct the human resource management and development functions of the organization in accordance with authorized Rhode Island College and Center-specific personnel policies and procedures. Serve as the primary Sherlock Center liaison to the University’s Human Resources Office and other relevant offices regarding personnel-related issues.
  • Participate in long-range employee goal setting, recruitment and retention to meet Sherlock Center’s strategic planning goals.
  • Ensure that the Center’s mission, programs, products and services are branded with a strong, consistent, positive image to relevant stakeholders including clients, collaborators, and donors.
  • Oversee annual and strategic planning for the Center’s internal and external communications and social media programs.
  • Collaborate with Sherlock Center’s communications and management team on the design of key marketing publications, materials, and special events. Where appropriate, contribute content to said publications, materials, and events.
  • Oversee the development, coordination, and maintenance of management information services which support the Center’s programmatic, financial, and administrative operations, including linkages between the Center’s university-based headquarters and its remote site field offices and / or field-based partners.
  • Oversee the annual strategic planning of the Center’s management information services and assess technology needs for systems, hardware, and software; develop annual and program-specific plans, policies, and budgets for same.
  • Oversee systems design and implementation of grant records, documentation, and financial systems.
  • Helps develop processes and procedures to improve the day to day management of the UCEDD work.
  • Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and / or approving hours worked of at least 2.0 full-time equivalent (FTE) employees.
  • Ensures that related policies, procedures, and standards are maintained
  • Contributes to the core functions of the UCEDD, including activities of training / teaching, conducting research, disseminating evidence and best practices, and demonstrating model services
  • SUPERVISION RECEIVED : Works under the administrative direction of the Executive Director with wide latitude for the exercise of initiative and independent judgement in the development and implementation of agency functions; work is subject to review for effectiveness and conformance with applicable rules, regulations professional standards and provisions of law.

    SUPERVISION EXERCISED : Plans, assigns, coordinates, directs and reviews the work of an administrative, management and technical staff, and through that staff exercises supervision over assigned agency staff.

    Occasional Duties

    Perform other duties and responsibilities as assigned by the Executive Director of the Sherlock Center.

    Required Skills, Knowledge, and Abilities

  • Knowledge of culturally responsive approaches to informing and supporting diverse populations or communities.

  • Proven ability to plan, coordinate, direct and control several functions and programs of a large agency or complex program within the disability community.
  • Proven ability to develop and oversee operating systems and to manage a program of fiscal integrity.
  • Proven ability to make effective use of automated information systems.
  • Proven ability to interpret complex information, prepare analyses, and develop responsive programs, and management plans, policies and procedures.
  • Required Qualifications

  • Master’s degree or PhD in Public Administration, Management, or in the specifically assigned area of organizational or program responsibility supplemented by extensive specialized or advanced training or education in that area.
  • Minimum of seven years of progressively responsible financial and administrative management expertise; Demonstrated grant writing experience; Demonstrated familiarity with management information systems (MIS); Demonstrated familiarity with human resources management (HRM) system development and implementation; Demonstrated strong verbal and interpersonal communication skills; Demonstrated proficiency in written communication skills; Demonstrated supervisory experience; Demonstrated negotiating skills; Demonstrated ability to work with diverse groups / populations.
  • Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

  • Experience with individuals with disabilities.
  • Environmental Conditions
