Description
The Program Evaluation Specialist is a full-time position evaluating a CDC grant for the duration of the proposed funding. Funding for this position supports public health infrastructure (i.e., workforce, foundational capabilities, and data modernization). This position is responsible for program evaluation for all work done under the CDC Public Health Infrastructure Grant; tracking grant performance measures, and internal evaluation; participating with CDC and other national partners; and participating in relevant national organizational and workforce assessments. The ideal candidate is experienced in managing grant deliverables, including meeting with key collaborators, responding to changing program needs, and regularly reporting to the Project Manager, the CDC, and other constituents. In addition to evaluating the CDC Public Health Infrastructure Grant, this position will work closely with health department programs and office leaders to provide data, consultation, and technical assistance, to ensure that data-driven, evidence-based, and sustainable approaches are utilized to improve efficiencies and documentation of best practices that will lead to the future success of health department programs.
Examples Of Duties
The following functions represent the majority of the duties performed by the position but are not meant to be all-inclusive or prevent other duties from being assigned when necessary.
ESSENTIAL JOB FUNCTIONS (100% OF TIME) :
- Develop performance evaluation plans for priority evaluation activities, including logic models, evaluation questions, and identification of appropriate evaluation methods and design to address the purpose and scope of THD's Public Health Infrastructure Grant.
- Lead collection, analysis, interpretation, and presentation / reporting of performance data, both qualitative and quantitative.
- Collect statistical and narrative data across THD programs to form a cohesive understanding of progress in relation to milestones and targets.
- Engage with THD leadership and staff, as well as partners such as CDC, to inform and refine all aspects of the evaluation.
- Collaborate with THD leadership on initiative / program implementation and monitoring of progress on all evaluation activities.
- Work closely with THD leadership to identify program improvement, potential gaps, and provide evaluation-related technical assistance.
Typical Qualifications
Education : Bachelor's degree required in information management, data analytics, public health, statistics, or a related field that would provide knowledge of advanced electronic data management. Experience : Minimum of two to four years of experience in grant evaluation, compiling, managing, and analyzing data, including collaborating with partners to achieve deliverables and communicate them. INTERNAL AND EXTERNAL WORKING RELATIONSHIPS :
PHYSICAL EFFORT : This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Arm / hand steadiness and digital dexterity that is enough to operate a keyboard and perform other essential functions of the job. Repetitive hand and arm movement related to computer and telephone operation. Reaching, grasping, talking, and visual acuity are required to effectively work in this role.
