The Work You Will Do :

Instructional Design and Change Management Specialist

If selected for this role, you will be a key driver in leading organizational change initiatives, cross-functional instructional design and eLearning development, project management practices, and process improvement efforts across enterprise-wide projects and programs. In this role, you will report directly to the Change Management Supervisor, Operating cross-functionally to ensure that change is managed effectively, employees are equipped through targeted learning interventions, and operational efficiencies are enhanced through process improvements . This position collaborates with leaders at various levels within the organization, project teams, and stakeholders to design and deliver impactful solutions that support business objectives and organizational.

Where You Will Work :

You will work within Florida’s beautiful capital city, Tallahassee, FL. Tallahassee is a city of continued growth and economic development, and home to the campuses of Florida State University (FSU), the Florida Agricultural & Mechanical University (FAMU), and Tallahassee Community College (TCC). This position is in the Organizational Development office, within FDOT’s Office of Administration Division.

Annual Salary Range :

$ 54,920.05 - $ 64,611.82

Your Specific Responsibilities :

This role serves as a key driver in leading organizational change initiatives, cross-functional instructional design and eLearning development, project management practices, and process improvement efforts across enterprise-wide projects and programs. The incumbent operates cross-functionally to ensure that change is managed effectively, employees are equipped through targeted learning interventions, and operational efficiencies are enhanced through process improvements. This position collaborates with leaders at various levels within the organization, project teams, and stakeholders to design and deliver impactful solutions that support business objectives and organizational transformation.

Lead the planning, coordination, and execution of change management strategies for enterprise-wide initiatives, ensuring adoption and minimizing resistance. Conduct change readiness assessments, impact analyses, and stakeholder engagement activities, developing targeted communication and training plans. Coach and consult with project teams, managers, and leaders on applying change management principles and tools. Collaborate with front-line, middle, senior and executive leadership to align change efforts with organizational goals and culture. Track, report, and communicate change management progress and outcomes to all relevant stakeholders.

Design, develop, and implement training programs and eLearning courses aligned with change and cross-functional initiatives, using instructional design methodologies such as ADDIE or SAM. Collaborate with subject matter experts to ensure learning content is accurate, engaging, and relevant. Facilitate training sessions and workshops, both virtually and in-person, to build capability and readiness. Evaluate learning effectiveness through assessments and feedback and iterate content to optimize results.

Apply project management methodologies to plan, manage, and execute change and learning initiatives, including scope definition, schedule management, resource allocation, risk identification, and quality assurance. Integrate change management and instructional design deliverables within overall project plans, ensuring alignment and seamless execution. Lead or participate in project teams across the organization, contributing to governance, decision-making, and stakeholder communication.

Lead process improvement initiatives by analyzing current workflows, identifying inefficiencies, and facilitating cross-functional collaboration to design and implement optimized processes. Use data-driven approaches and continuous improvement frameworks (e.g., Lean, Six Sigma) to support organizational effectiveness. Provide training and coaching on process improvement concepts and tools to project teams and stakeholders.

Maintain comprehensive documentation of change management, training, project, and process improvement activities. Stay current with emerging trends and best practices in change management, instructional design, project management, and process improvement. Perform other duties as assigned to support the Organizational Development Office’s strategic objectives.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities :

Knowledge of :

  • Knowledge of Florida Statutes, rules, and department policies relating to travel, inventory, records management, and budget processes.
  • Knowledge of how people go through a change and the change process. Knowledge of change management principles, methodologies, tools, and practices.
  • Knowledge of the principles and practices of project management approaches, tools and phases of the project lifecycle.
  • Knowledge of industry-related concepts and practices relating to adult learning and instructional design theories and models (ADDIE, SAM, etc.).
  • Skills in :

  • Skill in managing self and taking pride to provide exceptional customer service by responding with a sense of urgency, practicality, accountability, and integrity.
  • Skill in working in a dynamic environment that requires critical thinking and strong analytical skills.

  • Minimum Qualifications :

    Seven years of professional work experience in instruction, instructional design, change management, process improvement, systems analysis, program research, planning, and evaluation, and / or organizational or staff development. A bachelor’s degree from an accredited college or university can substitute for four years of the required professional experience. A master's degree from a college or university can substitute for one year of the required professional experience.
