Position Description

DEFINITION

Under general direction of the Vice President of Human Resources and in compliance with the Cape Fear Community College Employee Handbook and Federal / State requirements, the Human Resources Benefits Administrator provides professional support invarious functions of Human Resources. This role is responsible for Human Resources functional areas relating to Employee Benefits, Leave Administration, Employee Retirement Programs, and Benefits Compliance Reporting.

SUPERVISION RECEIVED AND EXERCISED

  • Receives primary supervision from the Vice President of Human Resources
  • Exercises no supervision

The Human Resources Benefits Administrator is assigned to the Human Resources functional areas below :

Leave Administration

  • Administers Leave of Absence programs including :
  • Family Medical Leave (FMLA)Paid Parental Leave (PPL)Short-Term Disability (STD)Long-Term Disability (LTD)Leave Without Pay (LWOP)

  • Administers Shared Leave Program
  • Retirement Administration

  • Administers TSERS Retirement program and supplemental retirement programsConducts retirement consult meetings with employeesAssists employees with process for applying for retirementProcesses required retirement paperwork
  • Benefits Administration

  • Administers employee benefit programs to include medical, optional benefits, retirement programs, and leaves of absences
  • Acts in an official capacity as a State Health Benefit Representative (SBHR) for North Carolina’s medical plan
  • Tracks and identifies ACA eligibility; processes ACA 1094-C and 1095-C forms annually
  • Organizes annual open enrollment through inter-departmental coordination for medical and optional benefits
  • Evaluates, implements, and / or monitors benefits programs for success, sustainability, and employee satisfaction
  • Processes changes to employee benefits and reconciles billing for employee benefits
  • Provides monthly reporting to payroll for new hires, terminated employees, benefits, and leave of absences
  • Maintains relationships with the benefit broker(s) of record and ensure online benefit enrollment systems are properly integrating with the Payroll / Human Resources Information System
  • Communicates with and builds relationships with benefits broker, insurance carriers, and employees as it relates to benefit offerings and programs
  • Coordinates annual employee health and wellness fair
  • Oversee process for identifying and acknowledging employee years of service
  • Responsible for employee benefits compliance reporting
  • Maintains and files employee correspondence, benefit files, and other records in an electronic format
  • Other Important Functions :

  • Assists with a variety of compliance reports (including Staff Information Report, IPEDS, Census) and other data management / analysis
  • Assists with a variety of Human Resources projects
  • Participates in interdepartmental cross training
  • Reviews Employee Handbook regularly and remains up-to-date on policies
  • Serves as back up to the Human Resources Generalist
  • Serves on and / or leads various committees
  • Collaborates with other NC Community Colleges to learn best practices
  • May serve as back-up to other roles in Human Resources
  • Other duties as deemed appropriate and assigned by supervision

  • EXPERIENCE AND TRAINING GUIDELINES

    A combination of experience and training that would likely provide the required knowledge and abilities is qualifying within the parameters listed in the minimum education and training below. A typical way to obtain the knowledge and abilities would be :

    Minimum Education :

  • Bachelor’s degree from a regionally accredited institution in Human Resources, Business Administration, or related field
  • Minimum Experience :

  • Two or more years of direct Human Resources experience involving any of the Human Resources functional areas
  • Experience with HRIS systems
  • Working knowledge of employee benefits, employee health and wellness and employment laws, such as FMLA, FLSA, ADA, EEO, and other federal, state, and local regulations
  • Computer skills and technical proficiency in Microsoft Office and Google applications
  • Excellent written, verbal, and interpersonal communication skills
  • Preferred Education / Training, Experience, Skills :

  • Advanced Degree from a regionally accredited institution in Human Resources or related field
  • Five or more years of experience in employee benefits, employee health and wellness, work culture, and employment laws, such as FMLA, FLSA, ADA, EEO, and other federal, state, and local regulations
  • Familiarity with HRIS systems, such as TimeClock Plus, Ellucian (Colleague), and / or etrieve (SoftDocs)
  • Knowledge of and experience in NC Retirement System and State Health Plan
  • Human Resources experience within a Higher Education work environment
