Job Description
To be considered for this position, candidate must be serving permanently in the title of Transportation Specialist, and be reachable on the Transportation Specialist Civil Service list, or be eligible under the 55A Program. DOT's Bike Share & Shared Mobility unit is responsible for planning, oversight, and management of the Citi Bike program, dock less e-scooter and e-bike-share services, app-based e-moped rental services, and other emerging micro mobility-share services. Citi Bike, New York City's bike share program, currently reaches four boroughs with more than 37,000 bicycles and 2,000 stations and is continuing to grow. The program has become an integral part of NYC's transportation network and more than half of NYC's population will live within a 5-minute walk of a Citi Bike station. Beginning in 2025, Citi Bike will add more than 250 new stations in the Bronx, Queens, and Brooklyn and will bring 2,900 new bikes into service. DOT also manages a e-scooter share program in the East Bronx and Eastern Queens with three vendors. The program has over 10,000 e-scooters and has seen over 6 million trips since launch in 2021. DOT is currently in the process of planning and installing new designated e-scooter share parking locations across both service areas. In addition, e-moped share has proliferated in NYC and DOT has implemented a regulatory framework for these services. Under the direction of senior program staff, this candidate will be responsible for : researching and analyzing technological and programmatic innovations to improve scooter share operations; supporting development of new parking typologies for scooter share and other micro mobility services; evaluating system patterns and trends using available data sources including online dashboards and Microsoft Excel; performing tasks required to identify technically viable sites for potential scooter share parking locations including fieldwork, drawing review, permit coordination, and vendor deployment; updating program databases with accurate site information; liaising between DOT, other City agencies, and private contractors regarding matters pertaining to scooter share services; conducting inspections of scooter share vehicles and operations; helping to plan expansion of services into new neighborhoods and improvements to existing scooter share service areas; production of maps using ArcGIS and Adobe Creative Suite and PowerPoint presentations; supporting outreach and correspondence tasks; performing difficult and responsible clerical operations; and related special projects and duties. The candidate will also support planning, outreach, and implementation efforts related to bike share as needed. Transportation Specialist - 22316
Qualifications
1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or 2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or 3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or 4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or 5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above. Special Note : In addition to meeting the minimum Qualification Requirements above : To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above. To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
